Quick answer: compare written policy terms alongside the premium. For each quote, record what is covered, what is excluded, how the deductible and reimbursement are calculated, the limits, and how claims are paid. The Pennsylvania Insurance Department notes that coverage, restrictions, costs, and out-of-pocket amounts vary by plan; the NAIC also describes differences in reimbursement methods. This checklist helps organize questions. It does not rank insurers or decide which policy is right for you.
Reviewed November 3, 2026. Method: prompts below are drawn from the linked regulator guidance. Fill them from each quote, sample policy, and written insurer response; leave an item unresolved if the documents do not answer it. Policy wording and state rules control.

Questions to resolve before choosing
For a separate routine-care budget comparison, use the wellness plan versus routine-care worksheet. It does not compare accident-and-illness coverage or recommend a plan.
- Request the full policy form and written answers for any term that is unclear; save them with the quote.
- Ask the insurer to show how the deductible, reimbursement share, and limits would apply to the same hypothetical eligible expense. The example is for comparing mechanics, not predicting coverage of a real claim.
- Ask your veterinary clinic about its experience with the claim process and whether it accepts direct payment if the plan offers it.
- Compare the premium together with coverage and convenience. A lower quote alone does not show which plan fits your circumstances.
For arithmetic with terms you have confirmed, use the reimbursement estimator, annual limit tracker, or insurance versus savings worksheet. These tools do not interpret policy language, determine eligibility, or recommend a plan. Product referrals remain inactive.
